Blenheim Centre - Penge
The Blenheim Centre is located South-West of Penge High Street and is accessed via Evelina Road to the South-East and Burham Close to the North-West.
Currently a closed and vacant part three, part four storey shopping centre and multi storey car park, the site has full planning permission for:
"Phased development including demolition of existing buildings and erection of four blocks to facilitate a mixed-use development providing up to 230 dwellings, up to 2,714sqm of commercial/town centre floorspace and associated communal amenity space and play space, cycle parking, refuse storage and plant space in four buildings. Provision of public realm and new pocket park at ground floor with associated landscaping improvements. Provision of commercial car parking spaces and blue badge spaces for the residential accommodation"
The current planning approval includes 35% affordable housing, split 60% for Social Rent and 40% for Shared Ownership.
Since May 2025, Clarion Housing Association has been working up proposals to amend the scheme to instead deliver 100% affordable housing, all homes being Social Rent tenure.
Following two Planning pre-application meetings with London Borough of Bromley Planners in June and September 2025, in late-December 2025 Clarion Housing Association submitted a S73 planning application to amend the existing planning permission.
The full proposals are publicly available on London Borough of Bromley’s Planning website, accessed using the reference number 23/00178/S73A.
The proposals seek to:
- Increase affordable housing from 35% of total homes to 100%.
- Deliver all affordable homes as Social Rent tenure for people on London Borough of Bromley’ Housing waiting list.
- Reduce the heights (metres AOD) of the proposed buildings.
- Provide a higher proportion of larger homes than the existing planning permission.
- By delivering a higher proportion of larger homes, the proposals do include 2No. fewer total homes (228No.) than the existing planning permission (230No.) and include less Commercial floorspace than the existing planning permission. The majority of this reduction in Commercial floorspace is at 1st floor level.
It is anticipated that a final decision on the proposals will be made by the London Borough of Bromley in March 2026.
For clarity, the Blenheim Centre already has full planning consent for 230 dwellings, with 35% designated as affordable.
If the S73 planning application is approved, the development will instead deliver 228 dwellings, including 100% affordable housing, and a reduction in approved building heights and massing.
If the S73 planning application is refused, the development will still come forward as 230 dwellings, including only 35% affordable housing. The building heights and massing will remain as already approved and not be reduced.
Refusal of the S73 planning application would only be a refusal of the proposed changes and would not stop the overall residential redevelopment from coming forward.
